Cornwall Session 1: Monday 4 December 2006
Venue: Pondhu House St Austell

The purpose of this meeting was to discuss how to move from building capacity to a planned introduction of the Framework across schools in Cornwall.

The most recent survey of schools in Cornwall has shown that more than two thirds (170 out of 229) has some provision for languages at KS2 while more than a quarter has full provision across the Key Stage. Very few if any are planning progression across the Key Stage with much confidence and no-one is aiming for a recognised level of achievement. There is still considerable resistance to any notion of assessment. The model of support is moving increasingly to one of building confidence among class teachers rather than simply providing specialist teaching. However many heads prefer the specialist teacher and will avoid placing pressure on class teachers to teach a language.

There are excellent models of capacity building in the Liskeard area (supported by Katharine Earl and Joe Monks) and around Penrice Language College St Austell (supported by Alison Machin). Jennie Hick at Mounts Bay has run excellent Super learning Days using young leaders from the secondary school. Training sessions run by Rosie Sleep (AST Tywardreath) and by Alison Machin have been very well received. Joe Monks and Katharine Earl have produced an outstanding collection of songs which are currently being incorporated into DVD format with much additional support material. Alison Machin’s Year 3 French Course has proved very popular.

Despite all this activity there is a feeling that we need to change direction –the strategy of encouraging any provision and building capacity has worked well but needs to move on. The next meeting will focus on lessons learned from the CILT/DfES Regional training with a view to launching the next phase of training and support in the summer of 2007.
