The Early Language Learning initiative was managed by CILT on behalf of the DfEE/DfES. Its aim was to support and develop foreign language learning in the primary sector, providing a basis for future developments.The initiative was delivered in two phases: April 1999 to March 2001 and April 2001 to March 2004.

Listed below are just some of the achievements and outcomes of the Early Language Learning initiative:

• A national system of advice and support for ELL was established (NACELL).
• National guidelines and a curricular framework were produced. (CILT Guidelines and QCA Guidelines and Scheme of Work).
• An ELL support network of regional support groups was in place.
• Agreement had been reached to introduce a pilot PGCE Primary French course in collaboration with the French authorities.
• The first elements of a video-based resource for a distance-learning training package had been completed.
• A national framework for regional INSET linked to courses abroad had been established.
• A national resources
database had been created.
• In collaboration with providers a framework had been established for the expansion of commercial materials. Further information about the badging system is provided below.

ELL badging

The ELL
badging system was devised under the terms of the ELL initiative and operated from 1999-2005.


The ELL badging system aimed to describe products which met certain criteria and addressed particular issues in order to highlight the availability of early language learning materials existing at the time and to encourage the production of new high quality materials. Publishers were invited to submit suitable products to the approval panel for evaluation.

Resources produced since the scheme ended or not submitted when the scheme was in operation do not carry an ELL badge mark. This is no reflection on the quality of the resources.

What was offered?

Use of the ELL logo and approved text in the presentation and promotion of specific, named teaching and learning materials.

Criteria and process

Publishers were asked to demonstrate that the products for which they sought recognition addressed one or more of the issues and displayed most of the essential quality characteristics specified on the application form. They were asked to submit one copy of the material together with the application form and any supporting documentation (including publicity) for evaluation by the approval panel.

The approval panel comprised CILT and QCA. BECTa, other members of the National Advisory Group, the Primary Languages Network, teachers and CILT Project Officers were asked to advise on specific products or aspects.

A number of products were badged under this system and are included in the online ELL resources database. Badged items are identified by the following annotation: This resource has been badged within the terms of the DfES's ELL initiative.
