Key Stage
2 Framework for Languages
This publication is a comprehensive source of guidance and advice for
teachers and curriculum mangers who will plan and deliver the entitlement
to language learning at Key Stage 2. Part
1 - Learning Objectives and Part 2 - Guidance on implementation were published
in October 2005. Parts 1 and 2 are available to view/download from the
DCSF Standards Site or order from TeacherNet

Part 3, published in April 2007, is available to order in hard copy from DCSF

Languages
Review
March 2007. Review of the DfES's languages policy. Lord Dearing's final
report includes recommendations that languages become part of the statutory
curriculum for Key Stage 2 in primary schools when the curriculum is next
reviewed and that provision for teacher support in primary schools should
be continued and, where necessary, extended. Available to view/download

The Languages
Ladder
The National
Recognition Scheme, also known as the ‘Languages Ladder’,
has been developed by the DfES to endorse competence in foreign language
learning. It will allow learners to progress in one or more of the four
skills (listening, speaking, reading, writing) in one or more languages.

Foreign Languages: Survey Of National Implementation Of Full Entitlement
To Language Learning At Key Stage 2 (NFER, The National Foundation for Educational Research, commissioned by the DCSF).
Timescale 2006 - 2009.
This project consists of a quantitative
audit over three years of the number of primary schools that offer languages. The research addresses, eg what languages are offered;
models of provision of languages at KS2; amount of class time allocated
to languages; arrangements for transition to KS3; and qualifications of

Primary
Modern Languages: Language Learning At Key Stage 2: A Longitudinal Study
(Christ Church University Canterbury, the Open University and the University of Southampton, commissioned by DCSF)
Timescale 2006 - 2009.
This project consists of a longitudinal
investigation of language learning at KS2, involving qualitative work tracking pupils and teachers over 3 years in a range
of case study schools. The research addresses eg pupil
attainment, progression and motivation in languages; the impact of language
learning on learning and standards across the curriculum; and progress
made in languages as compared to other curriculum subjects. Further information

Language Learning at Key Stage 3: The Impact of the Key Stage 3 Modern Foreign Languages Framework and changes to the curriculum on provision and practice (University of Cambridge, commissioned by DCSF)
Timescale 2006 - 2008.
This project
aims to look the effects that current government initiatives have had on KS3, as well as gain an understanding of the impact of the KS3 Framework that was introduced in Autumn 2003. The research addresses eg the impact of KS2 language learning intiatives on KS3 language learning, the impact of KS3 language learning initiatives on the wider KS3 curriculum and teaching, how language learning at KS3 can best encourage uptake of languages at KS4 and the complex nature of the drivers for, and challenges to, higher standards in KS3 language learning.

of the Key Stage 2 Language Learning Pathfinders: Published in

The Provision
of Foreign Language Learning for Pupils at Key Stage 2
Published in September 2004. This research was carried out by Christ
Church University College Canterbury, King's College London and Manchester
Metropolitan University. It examines the extent and nature of MFL teaching
at Key Stage 2 in England, as well as the effectiveness of different types
of delivery (with examples of good practice), procedures for transition
from Key Stage 2 to Key Stage 3 and the qualifications, experience and

Published in 2003, this document set out the vision for the future of
primary education built on what has already achieved. The vision is for
a sector where high standards are obtained through a rich, varied and

Learning and
teaching for bilingual children in the primary years
Published in October 2006. CPD materials to support schools and settings
in promoting the progress and achievement of all learners, with a particular
focus on advanced learners of English as an additional language. These
materials were developed and trialled through the Primary National Strategy

Raising the
Achievement of Bilingual Learners in Primary Schools: Evaluation of the
Pilot/Programme
Published in May 2006. This report presents the findings on a pilot project
in 21 local authorities run by the Primary National Strategy (PNS) in
partnership with the Ethnic Minority Achievement Unit within the DfES.

Early
Years Foundation Stage
Statutory
Framework for the Early Years Foundation Stage
Published
in March 2007. The Early Years Foundation Stage (EYFS) is a comprehensive
framework which sets the standards for learning, development and care
of children from birth to five. The Learning and Development areas include
guidance on working with children learning languages other than English
and cultural awareness. All registered early years providers and schools
will be required to use the EYFS from September 2008. Available to view/download
on the EYFS website.
Hard copies of the framework will be distributed via local authorities
and are made up of: the Statutory Framework and Practice Guidance booklets,
Principles into Practice cards, a wall poster and a CD-Rom.
International
strategy
Putting the
world into world-class education - An international strategy for education,
skills and children's services. Action Plan - Update 2007
Published in June 2007. Available to download from the Global

Developing
a global dimension in the school curriculum
Published in March 2005. The purpose of this guidance is to show how the
global dimension can be integrated into both the curriculum and the wider

Every Child Matters is a new approach to the well-being of children and
